The WordPress Page Order feature available when you create a page does not work properly. There is a plugin, however, that will allow you to sort the pages using a simple to use drag and drop interface. The plugin is called My Page Order.

Downloading it from the creator’s site would probably be best because they have several versions available for the different versions of WordPress.
