You are correct. These tools are great for people to use to learn the basic elements of creating WordPress themes. These generators will never take the place of a great theme designer, but even the great theme designers have to start somewhere :-) ! I think these tools can offer the newbie a great point of reference and they can offer the advanced designer a place to go if they want to create a large amount of templates in a very short time. Good tools, but i would suggest - and it's only a suggestion :) - is to use it to learn about wordpress themes and how they are constructed. Once you've figured them out, a whole new world of theme creation opens up. :) Great list.
